Our Constitutional Mandate.

The Public Service Commission (PSC) is an arm of the Executive, created in terms of Section 202 of the Constitution of the Republic of Zimbabwe. Section 203 provides for the functions of the Commission including the appointment of qualified and competent persons to hold posts in the Public Service, fix and regulate conditions of service, exercise disciplinary powers, investigate and remedy grievances of members of the Public Service.

The Commission is also mandated to implement measures to ensure effective and efficient performance within, and the general well-being of the Public Service and to ensure that members of the Public Service carry out their duties efficiently and impartially

Our Constitutional Values

Supremacy of the Constitution and Rule of Law: The Constitution is the supreme law of the land, and all other laws and actions must align with it. The rule of law ensures that everyone, including the government, is accountable to the law and that justice is accessible to all.

Fundamental Human Rights and Freedoms: The Constitution guarantees a wide range of fundamental human rights and freedoms, including freedom from torture, slavery, and forced labor, as well as the right to personal liberty, security, and dignity. It also emphasizes equality and non-discrimination, recognizing the equal worth of all individuals regardless of gender, race, ethnicity, religion, or other characteristics. 
 
Good Governance: The Constitution outlines principles of good governance, including multi-party democracy, free and fair elections, separation of powers, and accountability of government officials. It also stresses the importance of transparency, justice, and responsiveness in government. 
 
Social Justice and Equity: The Constitution promotes social justice and equity, including the equitable sharing of national resources. It also recognizes the rights of various groups, such as ethnic, racial, cultural, linguistic, and religious groups, as well as people with disabilities. 
 
Respect for Diverse Cultural, Religious, and Traditional Values: The Constitution acknowledges and respects the nation’s diverse cultural, religious, and traditional values. It also emphasizes the importance of preserving traditional knowledge and practices. 
 
National Unity, Peace, and Stability: The Constitution aims to foster national unity, peace, and stability, while also recognizing and celebrating the country’s diversity.
 
Multi-party Democracy: The Constitution supports a multi-party system of democratic government, ensuring the rights of all political parties. 
 

Major Functions

As detailed in Section 203 of the Constitution, the Civil Service Commission has the following functions.

Appointments

We appoint qualified and competent persons to hold posts in the Civil Service.

Conditions Regulation

To fix and regulate conditions of service of members of the Civil Service.

Discipline

To exercise control and disciplinary powers over members of the Civil Service.

Performance Audit

To ensure effective and efficient performance of the Civil Service.

Policy Enforcing

To ensure that members carry out their duties efficiently and impartially.

Employee Administration

To exercise any other function that is conferred or imposed on the Commission.
